Our Policy: Effective June 30, 2026, 10 U.S.C. § 4663 restricts the U.S. Department of Defense from contracting with certain companies that retain lobbyists who also conduct lobbying activities for Chinese military companies designated by the Department of Defense under Section 1260H.
To support our clients and maintain the integrity of our practice:
Samuel Group D.C. does not provide lobbying services to companies designated by the U.S. Department of Defense as Chinese military companies under Section 1260H.
We conduct appropriate due diligence before accepting defense and national security engagements.
We review potential national security, foreign ownership, sanctions, and conflict-of-interest considerations where relevant.
We comply with applicable U.S. lobbying, registration, reporting, and disclosure requirements.We do not characterize lobbying activities as consulting or advisory services to avoid applicable disclosure requirements.
We reserve the right to decline or terminate engagements that present unacceptable legal, ethical, reputational, or national security concerns.
