Samuel Group D.C. is pleased to announce the appointment of Thomas DeWolf as Senior Advisor to support the ongoing growth and development of our Washington, D.C., office.

Tom brings a truly exceptional and diverse background to the team. With over four decades of experience spanning the Canadian military, diplomatic service, and international business development, Tom’s expertise is a significant asset as we expand our support for Canadian firms in the defence and security sectors, particularly in the complex U.S. Department of Defense (DoD) market.

“Tom’s over 40 years of experience in the Canadian military, diplomatic service, and international corporate and government business development are truly unique. His extensive background in defense procurement with the U.S. Department of Defense during his 16 years with the Canadian Commercial Corporation (CCC) is especially relevant and important as the Samuel Group’s Washington D.C. office expands its support for Canadian firms in the defense and security sectors. His expertise in business development and relationship management will enable firms to better navigate an ever-changing market landscape, ” said Goran Samuel Pesic, President and CEO.

Tom began his career in 1977 as a naval officer in the Royal Canadian Navy after graduating from Trinity College, University of Toronto. In 1981, he joined Canada’s External Affairs Department as a foreign service officer, serving in Europe and Southeast Asia. Transitioning to the private sector in 1990, Tom held senior corporate roles in Hong Kong, Paris, and the Netherlands, where he drove international trade and business development.

In 2001, Tom joined the Canadian Commercial Corporation (CCC), Canada’s government-to-government contracting agency, where he played a pivotal role for 16 years in expanding Canadian access to international markets—most notably the U.S. defense sector. His leadership extended to key regions, including Asia, Europe, and Latin America.

Since retiring from the CCC in 2017, Tom has remained actively engaged in mentorship and volunteer leadership, serving in board roles with the Hong Kong Canada Business Association and the Naval Association of Canada (Ottawa). In recognition of his contributions, he was awarded the Queen’s Diamond Jubilee Medal and received a commendation from the Commander of the Royal Canadian Navy.
